For the same reason you wont accept anyone coming in to your house and insult you.
"freedom of speech" dont mean that you can say everything, anywhere.
It applies to your private realm, and out in public, the forums and games aren't public, you have to be a member any thereby abide the rules.
If you dont like the rules, fine, dont be a member.

Well of course there are rules...I'm just saying I would if I needed to...not whether or not it would be allowed.

How does something become a high enough priority for the developers to do something about it?

Why are you so worried about it? The idea that it's okay to pretend to shoot people in the face or dismember them with grenades but strong language is no-go is odd to me. The maturity to handle one should correspond with the maturity to handle the other.

There are already parental controls available to disable chat & VOIP, so that's not really a concern.

VOIP can't really be regulated automatically except through admin presence & abuse reports. As GBGangsta points out, that's a way bigger channel for abuse than chat. Why spend effort on regulating a feature that can be easily disabled? Why spend the effort when a much more impactful means for getting around a text filter already exists?

To be a priority, it actually has to become a serious problem first. There are already too many workarounds on both sides, for both mitigating the problem or for avoiding an implemented filter, to make it a major issue.

Do people even use text chat in game anymore? In AA2 it was all text chat so it was something that could be more easily regulated. I see no purpose in bothering to spend resources on this. I guess a client side filter that just uses a word list wouldn't be so terrible if people don't want to see it.
